UPEC’s Pre-hospital Emergency Medical Care (PEMC) programmes train Emergency Medicine physicians in out-of-hospital emergency care through fellowship and clinical attachment opportunities, strengthening pre-hospital systems locally and internationally.
Pre-hospital Emergency Medical Care (PEMC) Fellowship Programme
As Pre-hospital Emergency Care (PEC) is a uniquely time-sensitive field, the provision of basic and advanced life support in an out-of-hospital environment requires the active involvement and insight of Emergency Medicine physicians.
With the support from the Ministry of Health (MOH), UPEC has launched the first local PEMC Fellowship Programme in 2014. This initiative not only enhances the quality of medical care provided and patients’ outcomes, but also nurtures a pool of Emergency Medicine physicians subspecialising in pre-hospital emergency care who will become the leaders of this field and address the national needs in the long run.
With effect from 2024, this PEMC programme has been transitioned to a 1-year local Health Manpower Development Plan (HMDP) fellowship. This programme is designed to allow the fellows to establish an overall understanding of the PEC system in Singapore.

Past Fellows of the PEMC Programme
International Pre-hospital and Emergency Care (IPEC) Fellowship Programme
In collaboration with Duke-NUS Pre-hospital & Emergency Research Centre (PERC), and with the support of the other PEC partners in Singapore, UPEC has been organising this 4-week Clinical Attachment (Observer) Programme annually, aiming to cultivate knowledge of a proper and efficient PEC system, especially in developing countries.
IPEC offers an insight into the health system, patient care management protocols, and the ethical and cultural context of Singapore's Emergency Medicine and PEC. This programme integrates team-based, experiential, and blended learning approaches to build knowledge, skills, and attitudes needed to drive meaningful change within the local context. It is designed to cultivate the next generation of PEC leaders and champions for system improvement across Asia.
