The UPEC Education and Training team develops new training programmes and provides national oversight of pre-hospital emergency care (PEC) education to ensure alignment with evolving EMS needs in Singapore. Through close collaboration with local and international partners, we continuously enhance curriculum quality, relevance, and impact.
Continuous PEC Education plays a vital role in maintaining professional competence, supporting lifelong learning, and keeping PEC providers updated with current knowledge and skills. Our programmes are grounded in evidence-based practice and international best standards, ensuring that training remains practical, current, and system-relevant to support high-quality patient care.

Support for National EMS
UPEC provides oversight and advisory to the National EMS. Courses and training are conducted to enhance the skills and knowledge of our paramedics.
Pre-hospital Cardiac Life Support (PHCLS)
This course targets the Level 3 paramedics to upscale their cardiac resuscitation skills responding to 995 calls
High Performance CPR (HP CPR)
HPCPR is a high-quality CPR delivered to Out of hospital cardiac arrest cases which is lately internationally recognized. It was introduced to Singapore EMS in 2017. (See ST news report).
This HPCPR initiative involves Four key interventions, and they will be implemented nationwide by phases:
High Performance CPR by EMS crews
Manual Defibrillation by advanced paramedic
Administration of IV Amiodarone during resuscitation
Use of the Impedance Threshold Device (ITD).
