National PEC Training Committee (NPTC)
Ensuring high-quality care and patient safety in pre-hospital emergency services in Singapore
The National Pre-hospital Emergency Care Training Committee (NPTC) was established in 2018 to develop and uphold professional standards for paramedics and Emergency Medical Technicians (EMTs), ensuring high-quality care and patient safety in pre-hospital emergency services.
NPTC comprises representatives from the Unit for Pre-Hospital Emergency Care (UPEC), Singapore Armed Forces (SAF), Singapore Civil Defence Force (SCDF), and various accredited pre-hospital emergency care training providers. Together, the committee enhances training frameworks, standardises competency requirements, and promotes continuous professional development to strengthen Singapore’s pre-hospital emergency care system.
NPTC

The terms of reference for NPTC:
To promote professional development and standards for PEC officers through regular review of core competencies, establishment of a system of continuous education, and vetting and evaluation of foreign-trained paramedics.
To promulgate good training standards by establishing a system to evaluate training providers seeking to provide EMT or paramedic training or recertification programmes; benchmarking against international training standards; and the development of a national system of competency assessment for EMTs and Paramedics.
To oversee the development of a robust professional accreditation framework for EMTs and paramedics, with the long-term goal of establishing paramedicine as a recognised profession.
