Overview
The Policy and Professional Standards team develops and implements service standards, training, and credentialing for Singapore's private emergency medical services.
Healthcare Services Act (HCSA)
The HCSA requires all private ambulance services to obtain licences as an Emergency Ambulance Service and/or a Medical Transport Service, with mandatory clinical oversight and qualified crews, to enhance patient safety.
PAO Engagement Sessions
Ministry of Health (MOH) and Unit for Pre-hospital Emergency Care (UPEC) have conducted multiple engagement sessions with Private Ambulance Operators (PAOs) to share the Healthcare Services Act (HCSA) ambulance regulatory framework and gather feedback during its implementation.
National Pre-hospital Emergency Care Workshop
The National PEC Workshop is an MOH-funded bi-annual training programme, organised by UPEC and ITE, that provides subsidised hands-on clinical skills training for private sector paramedics and EMTs.
Credentialing of Foreign Trained Paramedics and Emergency Medical Technicians (EMTs)
The credentialing framework requires overseas-trained EMTs and paramedics to undergo qualification review and complete local training requirements for integration into Singapore's emergency medical services.
Nominal Roll
UPEC maintains a nominal roll of qualified paramedics and EMTs, and issues digital e-cards for credential verification, with renewals required through certification test to ensure ongoing professional standards.
