NCER Workgroup
A national Workgroup for Community Emergency Prepareness.

The National Community Emergency & Resilience (NCER) workgroup committee was approved by the Joint Pre-Hospital Emergency Care Steering Committee, co-chaired by the Ministry of Health (MOH) and the Ministry of Home Affairs (MHA) in April 2022 to drive strategies to strengthen the community’s preparedness, resilience, and responsiveness in out-of-hospital medical emergencies and implement the 5-year NCER Roadmap.
Terms of Reference for the NCER Workgroup
1. To formulate strategic directions and implement plans to strengthen the community’s level of preparedness, resilience, and responsiveness in improving cardiac arrest survival.
2. To coordinate and implement the 5-year National Community Emergency and Resilience Roadmap.
3. To serve as a platform for information sharing among the different stakeholders represented in the NCER workgroup, and make sustainable efforts to drive the culture change.

NCER Roadmap


The workgroup aims to drive strategies to strengthen Singapore’s readiness, resilience, and responsiveness to out-of-hospital medical emergencies. It hopes to equip one million people with CPR+AED knowledge and skills and increase myResponder App sign-ups to 500,000 by 2027.
